(a)
Hours of operation.
Public parks within the city shall be open for use between the hours of 5:30 a.m. and 10:00 p.m. only; provided, however, that for programs or events sponsored or approved by the city or the parks and recreation director, or for which a city permit has been issued, said hours of operation may be extended during any such program or event and for a period of 60 minutes following the conclusion of such program or event.
(b)
Posting of signs.
Signs stating park hours shall be posted prominently in each park.

(a)
Prohibited.
No person shall possess any glass containers containing a beverage in or at any public park or park land operated or owned by the city.
(b)
Enforcement.
Before issuing a citation for a violation of this section, any police officer of the city may give an oral warning, or issue a written warning ticket. If the person receiving the oral warning or warning ticket does not discontinue the violation, a citation for an ordinance violation shall be issued to the violator. If it appears necessary to make an arrest to preserve the public peace, a police officer may make an arrest for a violation of this section, with or without a previous oral warning or warning ticket.
(c)
Signs and notices.
Signs shall be posted and notices shall be placed on bulletin boards in the parks, stating substantially as follows: “No Beverage in a Glass Container May Be Brought Into This Park. City Ordinance Enforced.” The signs shall be placed in locations to be visible on entering the park but, when possible, to be inconspicuous to persons in the park.

Prohibited during organized sporting events.
It shall be unlawful for any person to keep, permit or bring in or about all city parks located in the city any dog, cat, or any other domesticated or wild animal at any time while an organized sporting event is taking place within the park premises.
(b)
Signs and notices.
Signs shall be posted in the city parks stating substantially as follows: “No Dogs, Cats or Other Animals May Be Brought Into This Park During Organized Sporting Events. City Ordinance Enforced.” The signs shall be placed in locations visible on entering the park but, where possible, to be inconspicuous to persons in the park.

Availability; fee.
Park pavilions at Friendship, Rotary and Willie Bell Parks may be reserved for public/private functions, activities or events for a charge as provided in appendix A of this code. City staff will be charged with the responsibility of taking the reservations of the facilities set forth in this subsection. Although the aforementioned pavilions are available for reservation, it is not obligatory.
(b)
Posting of signs.
Signs will be posted at each pavilion informing the public of the policy and include information where residents may call for assistance.

(a)
Possession or consumption prohibited.
Alcoholic beverages of every kind are prohibited within any area designated as a city park or aquatic center, and it shall be unlawful and an offense for any person to bring any alcoholic beverage into any such park or aquatic center area or possess or consume alcoholic beverages in any such park or aquatic center without a special use permit.
(b) Large covered pavilions Public park or aquatic center
Definitions.
The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
means covered pavilions designed for four or more picnic tables under roof, and covered basketball courts.
includes all of the area utilized by the public for recreational purposes, to include the aquatic center, park playgrounds, sidewalks, ponds and pools and areas around the ponds and pools, restrooms, pavilions, roadways and parking lots.
(c)
Exceptions.
(1)
For organized adult league athletic play such as softball or soccer at Rotary Park or Willie Bell Park, or athletic tournament play at Rotary Park or Willie Bell Park:

For a city sponsored or co-sponsored special civic event, a special use permit may be issued, for a period not to exceed 72 consecutive hours, to allow for the consumption, possession, and/or sale of beer and wine by a vendor duly licensed in accordance with state law. In issuing such permit, an area within the city park or facility for the serving and consumption of alcoholic beverages under such permit may be designated, and may establish such hours that the beverages are dispensed under the permit. The police chief or the police chief’s designee is further authorized to implement such other appropriate safety and control guidelines which may be necessary. A special use permit fee under this section may be established by resolution of the city council.
(3)
For activities held under any of the large covered pavilions in any city park, a special use permit is required, with possession or consumption of alcoholic beverages being restricted to no more than ten feet outside the area covered by roof.
(4)
The applicant, as part of the contract, will restrict alcohol consumption to persons 21 years of age or older.
