Animal control officers and other law enforcement officers are authorized to issue written citations to persons violating this chapter or any other ordinance governing the regulation of animals.

(a) 
Cropping dog’s ears, docking tail, or removing dew claws.
No person shall crop a dog’s ears or dock a tail or remove dew claws, except when such is done by a licensed veterinarian.
(b) 
Cleanliness of enclosures.
Enclosures used to confine animals shall be maintained in a clean and sanitary condition at all times.
(c) 
Tying animal so that it can go upon street or sidewalk.
No person shall tie, hitch or stake out any animal or permit such animal to be tied, hitched or staked out so that it can go upon or stretch any rope, chain or strap or other things to which it is tied, hitched or staked out onto any sidewalk or street.

It shall be unlawful for any person to permit any animal, fowl or bird owned or kept by him or under his control or custody to emit frequent or long-continued noise which disturbs the comfort and repose of any person of normal nervous sensibilities and ordinary tastes, habits and modes of living in the neighborhood thereof.

(a) 
Definitions.
The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Prohibited animal.
(1) 
The term “prohibited animal” means any animal not normally born and raised in captivity, including, but not limited to, the following:
(A) 
Class Reptilia.
(i) 
Order Squamata:
a. 
Family Helodermatidae (venomous lizards); and
b. 
Family Varanidae (monitors);
(ii) 
Order Ophidia:
a. 
Family Boidae (boas, pythons, anacondas):
b. 
Family Hydrophiidae (marine snakes);
c. 
Family Viperidae (rattlesnakes, pit vipers and true vipers);
d. 
Family Elapidae (coral snakes, cobras and mambas);
e. 
Family Colubridae: Dispholidus typus (boomslang), Cyclagras (Hydronastes) gigas (false water cobra), Boiga dendrophila (mangrove snake) and Thelotornis kirtlandii (twig snake) only;
(iii) 
Order Crocodilia (crocodiles, alligators and gavials).
(B) 
Class Aves.
Order Falconiformes (such as hawks, eagles and vultures) and Subdivision Rapitae (ostriches, rheas, cassowaries and emus).
(C) 
Class Mammalia.
(i) 
Order Carnivora:
a. 
Family Felidae, except cats;
b. 
Family Canidae (wolves, dingos, coyotes and jackals), except dogs;
c. 
Family Mustelidae (weasels, skunks, martins, mink and badgers);
d. 
Family Procyonidae (raccoons);
e. 
Family Ursidae (bears);
(ii) 
Order Marsupialia (kangaroos and opossums);
(iii) 
Order Chiroptera (bats);
(iv) 
Order Edentata (sloths, anteaters and armadillos);
(v) 
Order Proboscidea (elephants);
(vi) 
Order Primata (monkeys, chimpanzees and gorillas);
(vii) 
Order Rodentia (porcupines); and
(viii) 
Order Ungulata (antelope, deer, bison and camels).
(D) 
Class Amphibia.
Poisonous frogs.
(2) 
The term “prohibited animal” does not include livestock, fowl, poultry or normal household pets, such as a psittacine bird, canary, finch, cockatiel, hamster, guinea pig, gerbil, rabbit, ferret, fish or small nonpoisonous reptiles.
(b) 
Prohibition.
It shall be unlawful to harbor or maintain within the city limits any animal defined in subsection (a) of this section as a prohibited animal.
(c) 
Exemption.
An exemption to this section is approved for processing plants.
