(a)
Animals subject to impoundment; disposition of unredeemed animals.
Any dog or cat found within the city limits in violation of this article may immediately be impounded and kept for a period of 72 hours, after which time the dog or cat becomes the property of the city. The dog or cat shall then be disposed of or placed for adoption in a suitable home.
(b)
Release of animal to owner.
The owner of any dog or cat impounded under this division shall be allowed to take such dog or cat from the place where impounded upon the following conditions:
(1)
Payment of any impounding and daily boarding fee as established by city council action and set forth in appendix A of this code for each day or fractional part thereof which such dog or cat has been impounded.
(2)
If the dog or cat is not wearing a collar with valid rabies and license tags attached, the owner must present a certificate showing that the dog or cat has been vaccinated within 12 months from that day or have the dog vaccinated prior to its release from impoundment and must further produce or secure a valid license tag for such dog or cat.

Provide the dog or cat with a collar or harness to which the license and rabies tags are attached.
