The mayor shall be elected in even-numbered years for a term
of two (2) years. He shall present the city council an approved bond
for $25,000.00. Said bond shall be paid for by the city. The mayor’s
salary and expenses shall be provided for in the annual city budget.
The mayor shall be the presiding officer of the city council. At the
first meeting of each new city council, or as soon thereafter as practicable,
the city council shall elect one (1) council member to serve as mayor
pro tem for a term of one (1) year and to perform the duties of the
mayor in the event of the mayor’s failure, inability or refusal
to act. The mayor shall only be allowed to vote in case of a tie vote
on any matter, except one relating to an election.

The city council shall be composed of five (5) council members
elected at large for terms of two (2) years. Three (3) council members
shall be elected in odd-numbered years and two (2) council members
shall be elected in even-numbered years. They shall receive such salary
and expenses as provided for in the annual city budget.

(a) The
election of aldermen in the city shall be by the place system. After
enactment of this section, the offices of the three (3) aldermen whose
term of office will expire in May, 1989, shall be designated as Alderman,
Place No. 1, and Alderman, Place No. 2, and Alderman, Place No. 3,
respectively; and the offices of the two (2) aldermen whose term of
office will expire in May, 1990, shall be designated as Alderman,
Place No. 4, and Alderman, Place No. 5, respectively.
(b) As
soon as possible after this section is enacted, the city council shall
assign place numbers to each alderman’s office. Aldermen Harold
Ritchie, Clinton Wright, and John Mayberry, whose terms of office
will expire in May, 1989, shall cast lots or draw for Place No. 1,
Place No. 2, and Place No. 3; and Aldermen Klutts and Robinette, whose
terms of office will expire in May, 1990, and May, 1989, shall cast
lots or draw for Place No. 4 and Place No. 5. The place number which
each alderman shall draw shall be entered in the minutes. Alderman
Robinette was appointed to fill the single vacancy which existed by
virtue of the resignation of Alderman Gil Barnes, and pursuant to
section 22.010(b), Local Government Code, is serving until this next
regular municipal election in May, 1989.
(c) Commencing
with the regular city election to be held on the first Saturday in
May, 1989, being the 6th day of May, 1989, and at all subsequent elections
held thereafter, when incumbent aldermen’s terms of office expire,
any candidate for the office of alderman shall file an application
for a specific place on the city council as “Alderman, Place
No. 1.” The ballot for an election must show each office of
alderman as a separate office designated by place number. The votes
at any such election shall be counted separately for each office of
alderman, and the candidate receiving the highest number of votes
for the place for which he is a candidate shall be declared elected
alderman for such place.
