For the purpose of this article, the following definitions shall apply, unless the context clearly indicates or requires different meaning:
Automobile salvage yard.
Any establishment which is maintained, used or operated for storing, keeping, buying, repairing or selling wrecked, scrapped, ruined or dismantled vehicles or motor vehicle parts, including filling or gasoline stations with five or more inoperative automobiles or vehicles upon the premises of such business.
Junkyard.
Any establishment or place of business which is maintained, operated or used for storing, keeping, buying, or selling junk or for the maintenance or operation of an automobile salvage yard.

No person shall locate, establish, conduct, maintain or engage in the business of carrying on or keeping junkyards or automobile salvage yards, either at wholesale or retail, unless such business be conducted in conformity with the provisions of this article and all other applicable laws of the city or state.

No person shall establish, conduct or maintain any junkyard or automobile salvage yard within the city unless the property is enclosed by a board, brick, metal or concrete fence not less than eight feet in height and built in such a manner as to hide such junk and salvage from view. All doors or gates to such yard shall be the same height as the fence, shall be constructed of either solid wood or metal and shall swing so as not to project beyond the property line.

A violation of this article shall constitute an actionable nuisance maintainable by the city or any of its citizens.

(a) 
It shall be unlawful for any person to buy or sell or operate a junkyard, as defined by section 4.10.001, within the corporate limits without first obtaining a license from the city or any of its citizens [sic].
(b) 
The license fee shall be set by resolution of the city council.

Junk dealers shall keep a record ledger of purchases made from minors pursuant to state law.
