There is hereby created a city Planning and Zoning Commission for the City of Levelland, Hockley County, Texas.

The said city planning and zoning commission shall consist of five (5) members, who shall be appointed by the City Council from among the qualified voters of the city.

There shall also be appointed by the City Council from among the qualified voters of the city, two (2) alternate members who may be called upon by the commission to serve in the absence of any of the regular members.

Editor’s note–Former section 9.604, pertaining to the planning and zoning commission “not to hold other office or position in city,” and deriving from the 1974 Code, section 16-4, was deleted in its entirety by Ordinance 1019 adopted 7/10/17.
The term of appointment shall be two (2) years, except that of the five (5) members first appointed; two such appointments shall be for a term of one (1) year and upon renewal thereafter, for two-year terms.

Any member of said commission may be removed at any time by a majority of the City Council for inefficiency, neglect of duty, or malfeasance of office.

Any vacancy occurring during the unexpired term of an appointed member shall be filled by the council for the remainder of the term.

The commission shall elect its officers from among the appointed members, and shall adopt such rules and bylaws as may be deemed necessary for the conduct of its business, and shall keep minutes of each commission meeting.

The said city planning and zoning commission shall have the following duties and powers:
(1) 
To make recommendations to the City Council for the adoption of and amendment to the Levelland zoning regulations in accordance with the provisions of articles 1011a of Vernon's Civil Statutes and any amendments thereto.
(2) 
To exercise control over the platting and subdivision of land within the corporate limits of the City of Levelland and within the extra-territorial area of jurisdiction in accordance with the provisions of article 970a and 974a of Vernon's Civil Statutes and any amendments thereto.
(3) 
To formulate and to recommend to the City Manager and to the City Council a comprehensive plan for the city and its extraterritorial area of jurisdiction and for such modifications thereto as it may deem appropriate from time to time.
(4) 
To submit to the City Manager and to the City Council, when requested by the City Council, a list of recommended capital improvements which, in the opinion of the commission, are necessary or desirable during the forthcoming five-year period.
(5) 
To perform such other duties as may be requested by the City Council.
