(a) 
Office created.
There is hereby created the office of health authority, which shall be the director of the South Plains Public Health District.
(b) 
Duties.
The health authority shall perform such duties as are prescribed by this code, state law, and the department of state health services.

It shall be unlawful for any person, or for the operator, manager, agent or employee of any place of business, to allow or permit any wastewater, grease, or greasy or sandy water to escape from any private premises onto any street, alley or sidewalk of the city.

It shall be unlawful for any person to dump, deposit, or leave any refuse, garbage, rubbish or junk on any street within the city.

(a) 
New privies.
It shall be unlawful to build a new privy within the city limits.
(b) 
Existing privies.
All existing privies used by the owner or occupant of any premises in the city shall meet the following standards:
(1) 
Vault.
All privies used by the owner or occupant of any premises in the city shall be constructed either:
(A) 
Over a vault at least six feet (6') deep; provided that when the contents of such privy accumulate to a point within two feet (2') of the top of such vault, the same shall be filled with dirt and a new vault shall be dug and such privy shall be placed over the same; or
(B) 
With buckets or boxes of a type which are easily removed and cleaned under the seat board placed so that all offal or droppings shall fall into such buckets or boxes; provided that lime or some other disinfectant shall be freely applied at all times.
(2) 
Interior to be flyproof.
The inside of such privies shall be floored at least four inches (4") above the ground, flaps shall be fastened to the seat board with hinges and the walls and seat board shall be so constructed that the privy shall be completely flyproof.
(3) 
Disinfection.
During the months of May, June, July, August and September of each year, all privies located in the city shall be thoroughly disinfected with lime or some other disinfectant.
(c) 
Penalty.
Violation of the provisions of this section by any person shall be deemed a misdemeanor and shall be punishable as provided in section 6.02.005 of this code.
