(a) A
board, which shall be known as the library advisory board of the city,
is hereby created. Same shall consist of six (6) members to be appointed
by the mayor on the advice and consent of the city council, and the
term of office is to commence upon the creation of such board. The
board members in order of appointment shall hold office for three
(3) year terms. The term of office shall expire for two (2) members
every December 31st. Any vacancy, appointment, or reappointment to
the library advisory board shall be made by the mayor on the advice
and consent of the city council. Should a vacancy on a board occur,
the appointee thereto shall serve for only the unexpired term of the
member whose place he/she takes. The mayor on advice and consent of
the city council shall thereafter annually appoint two (2) members
to the library advisory board for a three (3) year term of office.
It is expressly understood that any prior library board official shall
be eligible for reappointment. The majority (4) board members shall
be qualified voters and a resident of the city. All board members
must be active patrons of the library for at least 12 months prior
to service. Board members shall serve without compensation, but shall
be entitled to reimbursement for duly authorized expenses in the performance
of their duties.
(b) To
achieve a reduction in the size of the library board from nine members
to six members, no person shall be removed from the board but rather
as the term of appointment expires each year, the mayor shall appoint
only two board members and the third position will be eliminated.
The net effect is that for the years 2018, 2019 and 2020, size of
the library board shall be reduced until there is a total of six appointees
with two terms expiring each year thereafter.
