It is the intent of the city to provide a functional and safe
airport for the citizens of the city and to facilitate business and
economic growth for the city. The city council has determined that
an effective method of accomplishing the above stated goals is to
have an airport advisory board comprised of persons experienced in
airports and private aircraft that will assist city council in determining
airport needs and means and methods to meet those needs.

(a) There
is hereby created an airport advisory board, hereafter called “the
board.” The board shall be composed of three members of the
public appointed by the mayor and consent of the council. The first
two members appointed shall serve two-year terms. The last member
appointed shall serve a one-year term. Thereafter all members shall
serve two-year terms. The city administrator or his designee shall
be an ex-officio member of the board.
(b) The
board shall select one of its members to serve as the presiding officer
of the board. The presiding officer shall serve a one-year term and
shall be responsible to conduct meetings. The board shall meet at
5:30 p.m. on the fourth Tuesday of May of each year in city council
chambers in city hall and at such other meetings called by the presiding
officer.

It shall be the duty of the board to at least annually review
all protocols and procedures used in the operation of the city airport
and to inspect all buildings or structures used in connection with
the airport and to report to the city council or airport conditions
and needs for improvements including a reasonable estimate of the
cost of the requested improvements. The report shall be presented
to city council at its regular meeting in July of each year so as
to allow the council the ability to consider the request as a part
of the annual budget.
