(a) 
The city administrator shall serve as police department administrator and shall have supervision of the activities and records of the police department to the extent permitted under the laws of the state. The chief of police of the city shall be henceforth placed under the direct supervision of the city administrator. The administrator shall, when practical, direct all matters through the chief of police or, in his absence, his designated subordinate. The chief of police may not establish any policy which prevents or impedes communication between the administrator and any officer.
(b) 
The police department administrator shall have the authority to terminate the chief of police with confirmation of the city council.
