The city council has determined that it is beneficial to safety of its citizens and in the best interest of the economic health of the city to designate a “downtown traffic and parking district.” The district shall contain the area bound by Palm Street on the north; Luhn Street on the south; Bell Street on the east; and Holland Street on the west.

The following traffic pattern is adopted within the district:
(1) 
Holland Street shall be one-way in a southerly direction from Main Street to Luhn Street.
(2) 
Bell Street shall be one-way in a northerly direction from Luhn Street to Palm.
(3) 
The north side of Main Street shall be one-way in a westerly direction from Bell Street to Holland Street.
(4) 
The south side of Main Street shall be one-way in an easterly direction from Holland Street to Bell Street.

Editor's note–Former section 12.04.003 pertaining to two-hour parking and deriving from Ordinance 1518 adopted 7/19/16, was repealed and deleted in its entirety by Ordinance 1689 adopted 5/16/2023.
Each parking space shall be clearly designated either as parallel or angle parking by use of signs and/or lines painted on the pavement. The city administrator shall, after consultation with the chief of police, shall designate the number and location of each parking space with a goal that the number of parking places shall be the maximum that can be laid out within the district consistent with the principals of safety of both drivers and pedestrians. The number and location of parking spaces may change based on experience. The layout of parking shall be effective thirty days after the layout is presented to and approved by the city council and published in the official newspaper of general circulation.
