This Charter or any amendments hereto shall take effect immediately following adoption by the voters, as prescribed by state law.

Upon adoption of this Charter or any amendments hereto, the present persons filling elective offices on the Town Council will continue to fill those offices for the terms for which they were elected unless there are express provisions to the contrary herein. Persons who, on the date this Charter is adopted, are filling appointive positions with the Town which are retained under this Charter, may continue to fill these positions for the term for which they were appointed, unless removed by the Town Council or by other means provided in this Charter.

All Town ordinances, bonds, resolutions, rules and regulations in force on the effective date of this Charter or any amendments hereto shall remain in force until altered, amended, or repealed by the Town Council, and all rights of the Town under existing franchises and contracts are preserved in full force and effect.

Except as specifically provided, nothing in this Charter or any amendments hereto shall affect or impair the rights or privileges of persons who are Town officers or employees at the time of its adoption. Upon adoption of this Charter, the person then serving as the Town Manager shall be deemed to be the Town Manager.
