A technology fee of $4.00 is established for any defendant convicted of a misdemeanor offense in municipal court. The municipal court clerk must collect these fees. For purposes of this division, a person is considered convicted if a sentence is imposed on the person, the person is placed on community supervision, including deferred adjudication, or the court defers final disposition of the person’s case.

(a) 
The fund shall be used only to finance the purchase of technological enhancements for the municipal court of the city including those items specified in V.T.C.A., Code of Criminal Procedure, article 102.0172.
(b) 
The clerk of the municipal court shall collect the costs and pay them to the municipal treasurer or other official of the town who discharges the duties delegated to the municipal treasurer for deposit in a fund to be known as the municipal court technology fund.
