Evidence of any speed in excess of the limits specified in this division shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.

(a) 
All streets within the town, unless otherwise indicated by official signs erected by authority of the town council, shall have a maximum speed limit of thirty miles per hour, except as otherwise provided in this division.
(b) 
The governing body of the town has, from the results of the engineering and traffic investigation, determined the prima facie speed limits established by this division.
(c) 
Except in areas constituting an urban district, no speed limit established by this division shall be effective unless and until appropriate signs giving notice thereof shall have been erected. Such signs shall be in accordance with the Manual of Uniform Traffic Control Devices of the state. An “urban district” means the territory adjacent to [and] including a highway, if the territory is improved with structures that are used for business, industry, or dwelling houses and are located at intervals of less than one hundred feet for a distance of at least one-quarter mile on either side of the highway.
(d) 
Ordinances designating maximum speeds at specific locations are not included in this code, but such ordinances are on file in the city secretary’s office and are specifically saved from repeal upon adoption of the Code of Ordinances.

A person commits an offense if he operates or drives a vehicle on the following designated streets at a speed greater than the speed designated by this section for that street or portion of that street; and, any speed in excess of the limit provided in this section shall be prima facie evidence that the speed is not reasonable nor prudent and is unlawful:
