The judicial authority of the city shall be vested in the municipal court established by an act of the 26th Legislature, March 15, 1899.

(a) 
Upon recommendation by the city administrator or his designated representative to the city council, the city council shall appoint a designated city employee to be the municipal court clerk.
(b) 
Duties of the municipal court clerk shall be to keep a minute book of the proceedings of the court, to issue all process, and generally to do and perform the duties of a clerk of a court as prescribed by law.

In the event the municipal court judge is unavailable, a temporary replacement or associate judge may stand in until the municipal court judge is available. The office of associate judge of the municipal court shall be filled by appointment by the city council.
