The boundary lines and polling places for each of the seven
single-member districts, subject to the approval of the Voting Rights
Division of the U.S. Department of Justice, shall constitute the boundary
lines and polling places of each of the seven single-member districts
until said boundary lines and polling places are changed by ordinance.

Any qualified elector of the city, who is otherwise qualified,
in order to be entitled to stand for election as a write-in candidate,
must file with the city secretary a declaration of write-in candidacy
not later than the 30th day prior to the election. The declaration
of write-in candidacy must meet the same requirements as an application
for a place on the ballot.
