(a) 
No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key from the ignition and effectively setting the brakes thereon and, when standing upon any grade, turning the front wheels to the curb or side of the roadway.
(b) 
No person driving or in charge of a motor vehicle having a trailer attached to said motor vehicle shall permit said trailer to be detached and parked upon any public street.

(a) 
In any prosecution charging violation of any ordinance or regulation governing the standing or parking of a vehicle, proof that the particular vehicle described in the complaint was parked in violation of any such ordinance or regulation, together with proof that the defendant named in the complaint was, at the time of such parking, the registered owner of such vehicle, shall constitute in evidence a prima facie presumption that the registered owner of such vehicle is the person who parked or placed such vehicle at the point where, and for the time during which, such violation occurred.

If a vehicle is found unattended or unoccupied upon a street, highway, or alley or other public place in violation of this article, then such vehicle shall be declared a nuisance.

No person shall obstruct any street, alley, sidewalk, crossing or other city thoroughfare by allowing to stand thereon any car or rolling stock for a longer time than five (5) minutes.

(a) 
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic-control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(A) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
(B) 
On sidewalks;
(C) 
Within an intersection;
(D) 
On a crosswalk;
(E) 
Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
(F) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
(G) 
Upon a bridge or other elevated structure upon a highway or within a highway tunnel;
(H) 
On any railroad track;
(I) 
At any place where official signs prohibit stopping;
(J) 
Beside any curb painted red in color or in otherwise a fire lane;
(K) 
In a manner or location that prevents access to a trash container by a trash collection truck which is attempting to empty the trash container.
(2) 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(A) 
In front of a public or private driveway;
(B) 
Within fifteen (15) feet of a fire hydrant;
(C) 
Within twenty (20) feet of a crosswalk at an intersection;
(D) 
Within thirty (30) feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway;
(E) 
Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of the entrance when properly signposted;
(F) 
At any place where official signs prohibit standing.
(G) 
In any manner or location that prevents access to a mailbox, postal drop box, or similar postal receptacle used by the United States Postal Services, during the hours of 8:00 a.m. to 5:00 p.m., Monday through Saturday.
(3) 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
(A) 
Within fifty (50) feet of the nearest rail of a railroad crossing;
(B) 
At any place where official signs prohibit parking.
(4) 
In addition to the requirements of section 12.12.010 of this code, stand or park a vehicle, whether occupied or not, in a residential zone or district, except temporarily for the purpose of and while actually engaged in the loading or unloading of merchandise or passengers, in or upon any alley, right-of-way or public easement that is not a street or highway.
(5) 
Stand or park a trailer, whether occupied or not, in a residential zone or district, except temporarily for the purpose of and while actually engaged in the loading or unloading of merchandise or passengers, in or upon any alley, right-of-way, street, highway or public easement. For purposes of this section, trailer means any device with an axle that is designed or used to carry its load partially or wholly on its own structure and is drawn by a vehicle including any truck trailer, utility trailer, boat trailer, farm equipment or machinery.
(b) 
No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such a distance as is unlawful.

All motor vehicles which are parked on the north side of West 7th Street in the following designated area shall be parallel with the curb:
(1) 
Beginning at the west boundary line of the alley in the 600 block of West 7th Street, west for a distance of one hundred sixty-two (162) feet to the intersection of West 7th Street and Fresno Street.
(2) 
Beginning at the east boundary line of the alley in the 900 block of West 8th Street, east for a distance of one hundred seventy-six (176) feet to the intersection of West 8th Street and Houston Street.

Vehicles may be parked at any angle, not to exceed forty-five (45) degrees, to the curb or edge of the roadway at those places and angles where signs or markings clearly indicate that it is permissible and provided that no part or contents of such vehicle shall protrude into or cause a hazard with other vehicles or pedestrians in the nearest adjacent traffic lane, sidewalk or crosswalk. In no case shall this exceed seventeen (17) feet from the curb in a perpendicular direction where thirty-degree parking is permitted or nineteen (19) feet from the curb in a perpendicular direction where forty-five-degree parking is permitted.

The director of public works is hereby authorized and directed to cause lines or marking to be painted or placed upon the curb and upon the street adjacent to the curb for the purpose of designating the parking spaces to be used by the vehicles parking on or along the street so marked, and each vehicle shall park within the lines or markings so established. It shall be unlawful for any person to park any vehicle across any such line or marking or to park said vehicle in such a position that the same shall not be entirely within the area so designated by such lines or markings.

No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.

(a) 
It shall be unlawful for any person in control of any vehicle to park or permit the same to be parked in or on any public alley in the city. The provisions of this subsection shall not apply to vehicles which are continuously attended by a person capable of driving the vehicle, or vehicles which are parked or stopped in such alley and are in the process of being loaded or unloaded, or are being used for the purpose of furnishing a service or services to adjacent businesses, buildings or residences, or for the purpose of repairing the alley or any utility located in the alley.
(b) 
No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property.

(a) 
No person driving or in charge of any vehicle used for the purpose of transporting any inflammable materials such as butane, gasoline or coal oil shall stop, stand or park or cause to be parked any such vehicle on any public street in the city at any time unless said vehicle is at all times while so parked on said public street attended by a driver who is in charge of said vehicle at all times.
(b) 
No person driving or in charge of any vehicle used for the purpose of transporting anhydrous ammonia, ammonia, or any other similar material which is dangerous to human beings shall stop, stand or park or cause to be parked any [such vehicle on any public street in the city at any] time unless said vehicle is at all times while so parked on said public street attended by a driver who is in charge of said vehicle at all such times.

The director of public works is hereby authorized to cause to be erected signs indicating no parking upon any street when the width of the roadway does not exceed twenty (20) feet, or upon one side of a street as indicated by such signs when the width of the roadway does not exceed thirty (30) feet. When official signs prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign.

(a) 
The chief of police is hereby authorized to determine places not exceeding one hundred (100) feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay in traffic and the locations of signs for such designation, and shall so inform the director of public works, who shall then direct the placement of such signs.
(b) 
When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand or park a vehicle in any such designated place.

It shall be unlawful for any person owning or having charge of any vehicle traveling with livestock of any kind to park or leave any such vehicle, or permit the same to remain standing, in any one place for any length of time not to exceed one (1) hour during any one day on any paved street within the city limits.

It shall be unlawful for any person to park any vehicle or combination of vehicles and trailers exceeding an indicated length at any place where signs are erected prohibiting the parking of such vehicles.

(a) 
The chief of police may issue special permits for a definite period of time to allow parking of an unusual nature which may be contrary to or in violation of any of the provisions of this article.
(b) 
It shall be unlawful for any person to use this permit for purposes, places or times other than that clearly indicated in the written permit.
(c) 
It shall be unlawful for any person other than those named in the permit to use the permit for any purpose whatsoever.

(a) 
Implementation of a program to allow our handicapped parking citizens to enforce handicapped parking violations under the direction of the chief of police.
(b) 
Whenever a volunteer under the jurisdiction of the handicapped enforcement specialist program of the city shall observe any motor vehicle in violation of section 12.12.004, that volunteer shall have the authority to attach to such vehicle a parking ticket, which shall be directed to the owner of such vehicle and shall set forth the nature of the violation. Any such citations shall be treated in the same manner as a citation issued by any police officer or public safety employee of the city.
(c) 
Any person, firm or corporation violating the provisions of this section as hereafter amended shall, upon conviction, be fined as provided in section 1.01.009 of this code.
