No collection of garbage, trash or rubbish shall be made unless it is prepared for collection and placed as designated by the provisions of this division. Failure to comply with this division shall be an offense, and each day’s failure to comply with this division constitutes a separate offense.

Every person occupying any premises within this city shall place all garbage, filth, refuse and other offensive matter and trash in containers for collection by the city.

The city shall provide containers for the accumulation and collection of garbage and refuse. It shall be the duty of every person to deposit all garbage and refuse which accumulates on his premises in such containers for collection by the city.

The director of public works may require, when in his opinion the same may be justified, individual containers for hand collection by the city. It shall be the duty of the owner or occupant of such premises, upon notice from the director of public works, to provide such containers as may be specified by the director for such purpose.

Before any of the following items shall be placed in containers for collection by the city, the same shall be prepared as specified:
(1) 
Tree limbs four (4) inches and smaller in diameter shall be trimmed of branches and cut to four (4) feet or less in length.
(2) 
Lumber pieces shall be cut to lengths of four (4) feet or less and widths of eighteen (18) inches or less.
(3) 
No more than one thousand (1,000) pounds of construction rubble or debris shall be placed in a container at any one time.
(4) 
Boxes and pasteboard cartons shall be flattened in order to permit more solid waste to be placed in the container.

The following wastes shall not be placed in containers for collection, but shall be disposed of by the person generating said wastes:
(1) 
Tree limbs larger than four (4) inches in diameter.
(2) 
Large items such as stoves, refrigerators, stuffed chairs and sofas, water heaters, etc., shall not be placed in containers.

Dead animals or slaughter wastes shall not be placed in a container or at the edge of the property for collection. Any person having such items for disposal shall contact the animal control officer for disposal of such items.
