For the purpose of this article, the following definitions shall apply, unless the context clearly indicates or requires a different meaning:
Dependent mobile home.
A mobile home which does not have sewer and water connections to accommodate a flush toilet, a tub or shower and a lavatory or sink within the unit.
Independent mobile home.
A mobile home which has approved sewer and water connections to accommodate a flush water toilet, a tub or shower and a lavatory or sink within the unit.
Mobile home.
Any vehicle or similar portable structure used or manufactured to be used as a temporary or permanent dwelling or sleeping place of one or more persons and having no foundations other than wheels, jacks or skirtings so arranged as to be integral to or portable by the mobile home, and shall include self-propelled and non-self-propelled vehicles so designed, constructed, reconstructed or added to by means of accessories in such manner as will permit the occupancy thereof as a temporary or permanent dwelling or sleeping place for one or more persons.
Mobile home park.
Any lot, tract or parcel of land used in whole or in part for parking of mobile homes used for or to be used as a temporary or permanent dwelling or sleeping place for one or more persons by the day or week or for a larger period of time with or without compensation.
Mobile home space.
The space of ground set aside and permanently marked off and designated on the mobile home park site for occupancy by one mobile home or the space or plot of ground actually occupied by a mobile home in a mobile home park.
Natural or artificial barrier.
Any river, pond, canal, railroad, levee, embankment, fence or hedge.
Park.
Mobile home park.
Permit.
A written permit or certification issued by the building inspector permitting the construction, alteration or extension of a mobile home park under the provisions of this article.
Person.
Any natural individual, executor, administrator, firm, trust, partnership, association or corporation.
Street.
Any street, alley, avenue, lane, drive or other public place or highway commonly used for the purpose of travel within the corporate limits of the city.

Any person violating this article shall be fined not more than $200.00 for each offense. Each day that a violation is permitted to exist shall constitute a separate offense.

It shall be unlawful for any person to locate or maintain any such mobile home in any place in the city other than a duly licensed and lawful mobile home park. Upon application to the city council for their review and approval, a permit may be issued to move in a newer model mobile home to an exact location, whereby replacing an existing mobile home. Any mobile home that is legally located outside of a licensed mobile home park at the date of this article may be replaced by a mobile home which is not more than two years old, tied down, wheels and tongue removed and underpinned.
