(a) 
Prohibited; enforcement.
(1) 
It shall be unlawful for any person to consume any alcoholic beverage on any public street or alley in the city except during special events the city sponsors, organizes, or is a partner.
(2) 
It shall be unlawful for any person to consume any alcoholic beverage on any public place adjacent to any street or alley in the city except during special events the city sponsors, organizes, or is a partner.
(3) 
It shall be unlawful for any person to consume any alcoholic beverage in a city park except during special events the city sponsors, organizes, or is a partner.
(4) 
Subsection (a)(1)—(2) shall not apply in those areas depicted below unless such consumption is prohibited by applicable state law.

(b) 
Penalty.
Any person, firm or corporation violating any part of this section shall be deemed guilty of a misdemeanor and, upon conviction, shall be subject to a fine not to exceed the sum of $500.00 for each offense.
