The city may initiate changes to the subdivision ordinance. The planning and zoning commission may review the proposed changes and make a recommendation to the city council. The city council will conduct a public hearing, review the proposed changes, consider any recommendation from the commission and city staff, and take action upon the proposed amendments to the subdivision ordinance.

(a) 
General.
Fees shall be paid to the city when any application authorized by this ordinance is submitted to development services. Each of the fees, as provided in section 10.03.092(c), calculations and charges, shall be paid in advance, and no action of the commission, the city council, or any other city board or commission shall be valid until all required fees have been paid. Fees paid for the review and consideration of plats and applications under this ordinance are non-refundable.
(b) 
Consequence of non-payment of fees.
Fees that are not paid within thirty (30) days of the date they are due shall cause any action or application to be null and void.
(c) 
Calculations and charges.
Fees and charges shall be calculated in accordance with the following:
(1) 
All fees shall be as established by city ordinance, as amended.
(2) 
These fees shall be charged on all plats and applications authorized by this ordinance, regardless of the action taken by the decision-making authority and whether the application is approved, denied, withdrawn, or otherwise closed.
