This article shall be commonly known and cited as the parks
and recreation ordinance.

For the purpose of this article, the following definitions shall
apply unless the context clearly indicates or requires a different
meaning. When not inconsistent with the context, words used in the
present tense include the future. Words in the plural number include
the singular number, and words in the singular number include the
plural number. The word “shall” is always mandatory and
not merely directory.
Commission.
The parks and recreation commission, which shall be referred
to as commission.
Commissioner.
A member of the parks and recreation commission, which may
also be referred to herein as member.
He.
A generic term meaning any person, regardless of sex.
Park.
A park, reservation, playground, recreation center, or any
other area in the city-owned or used by the city, and devoted to active
or passive recreation, including all planted expressways, parkways,
triangles, and traffic circles maintained by the city.
Person.
Any person, firm, partnership, corporation, association,
company, or organization of any kind.

(a) It
shall be unlawful for any person to park any motor vehicle, commercial
motor vehicle, trailer, motor coach, boat, watercraft or other than
such vehicles, on any city-owned parking lot or facility between the
hours of 11:00 p.m. to 6:00 a.m. on Sunday, Monday, Tuesday, Wednesday
and Thursday, and 12:00 a.m. to 6:00 a.m. on Friday and Saturday,
except during a city-sponsored special event.
(b) Any
vehicle parked in violation of this section may be towed and removed
at the owner’s expense to the city-designated impound in addition
to any other remedy provided by law.
(c) All
parking lots governed by this section, shall designate with appropriate
signage as approved by the city manager or designee.
(d) In
addition to any other remedy provided by this code, the city council
shall by resolution establish any appropriate towing and impoundment
fees.
