(a) 
A parks and recreation commission is hereby established which shall consist of five (5) commissioners and two (2) alternates. Upon the occurrence of a vacancy on the board, applications for membership will be accepted by the city secretary who will then, prior to the next regularly scheduled commission meeting, make those applications available to the commission. The commission will review those applications and submit, in writing, their recommendation to the city council for consideration. The commission shall serve only as an advisory board to the city council. At least three (3) affirmative votes of the commission shall be required to make a recommendation to the council.
(b) 
A majority of the members of the commission shall constitute a quorum.
(c) 
Public notice will be given at least twenty-one (21) days when a vacancy exists, and such notice will include the date when any such appointment will be made. A list of those interested in serving on the commission will be furnished the mayor and city council at least seven (7) days prior to the date such appointment is to be made.

Commissioners must live within the city limits.

The term of office for members shall be two (2) years or until their successors are appointed and qualified. Except that the members of the commission first appointed by the newly elected mayor and the two (2) newly elected councilmembers shall be appointed for such terms that the terms of three (3) members shall expire in one (1) year. Vacancies on the commission occurring otherwise than by expiration shall be filled as outlined in section 1.10.031 for the unexpired term.

The commission shall select annually, at its regularly scheduled meeting in July, from among its members a chairman, vice-chairman and secretary, and shall establish the dates, time and place of its regular meetings. The board may adopt, subject to the approval of the city council, such rules and regulations for the government of its proceedings as it may deem proper.

Members shall serve without compensation and without limit to number of terms or periods of service.

If a replacement has not been designated upon the end of a member’s term, then that member shall continue his or her membership until replaced.

The member absent from any meeting shall be so stated in the minutes of said meeting.

(a) 
The commission shall submit a proposed budget to the mayor and city council each year. The commission shall make complete annual and other required reports to the mayor and city council.
(b) 
The commission may, with city council approval, hold special events. Any funds or money which provide revenue over and above expenses incurred as a result of such special events shall be appropriated by the city council each year for new capital park improvements within the municipal park system.

The chairperson shall, when present, preside at all meetings of the commission. In the absence of the chairperson, the vice-chairperson shall exercise the powers of the chairperson. The presiding officer shall rule on all points of order and the commission shall abide by adopted rules of procedure of the city.

The commission shall act only in an advisory capacity to the city council in all matters pertaining to parks and recreation, shall acquaint itself with and make continuous study and inspection of the complete parks and recreation system of the city; and shall advise with the city council from time to time, as to the present and future maintenance, operation, planning, acquisition, development, enlargement, and use policy of the city’s park and recreation system.

(a) 
Appointments.
The parks and recreation commission, by a majority vote of the quorum present at any regular or special meeting, may appoint such members and citizens as they see fit to subcommittees to serve the purposes of the parks and recreation commission and shall serve in an advisory capacity only.

Termination.
These subcommittees may be dissolved in a like manner.

(a) 
Regular meetings.
Commission shall meet at least monthly unless the chairperson decides to cancel the regular meeting due to lack of business or special circumstances. Regular meetings shall be held at a regularly designated time and place as determined on an annual basis at the board’s organization meeting held in July. Special meetings may be called and/or the time, date, or place of the regular meeting may be changed at the discretion of the chairperson so long as members of the commission are notified at least three (3) days in advance of the change.
(b) 
Special meetings.
Special meetings of the commission may be called by the chairperson or by written request sent to the chairperson or vice-chairperson by four (4) members of the commission. Notice of all special meetings shall be published in accordance with city procedures, and at least three (3) days in advance of the meeting.
(c) 
Public character of meetings and actions.
All meetings of the commission shall be of a public nature unless pertaining to matters of land purchase, security, personnel, or strictly legal matters. Unless in one of these categories, all meetings and actions of the commission shall be public, and copies of the minutes shall be furnished by the city secretary. A printed agenda of items to be considered at each meeting shall be posted for public inspection at least three (3) days prior to the meeting.
(d) 
Report of the minutes.
The commission shall submit to the city secretary, within five (5) days following each regular, special or emergency meeting, a list of members absent, excused or unexcused from the meeting and a copy of the minutes of the meeting.
