As used in this chapter:
Director.
The director of code services or of any subsequent department that enforces the codes of the city or his designee.
Health officer.
A person appointed under article 6.02 of this chapter or contractor who enforces this chapter.

All provisions of this chapter shall be enforced by the director or health officer except that provisions pertaining exclusively to food establishments or cemeteries [article 1.12] shall be enforced only by the health officer. Nothing in this chapter shall be construed as abridging the right of the city to seek judicial enforcement of this chapter.

Whenever necessary to make an inspection to enforce any of the provisions of this chapter or whenever the director or health officer has reasonable cause to believe that there exists in any building or upon any premises any condition or violation which makes such building or premises unsafe, dangerous or hazardous, the director or health officer may enter such building or premises at all reasonable times to inspect the same or to perform any duty imposed upon the director or health officer by this chapter. If such building or premises is occupied, the director or health officer shall first present proper credentials and request entry, and if such premises or building is unoccupied, he shall first make a reasonable effort to locate the owner or other persons having charge or control of the building or premises and request entry. If such entry is refused, the director or health officer shall have recourse to every remedy provided by law to secure entry.
