There is hereby adopted by the city, for the purpose of establishing rules and regulations regulating the construction, installation and maintenance of septic tanks, the County of Dallas Health Department Standards and Specifications, and the same are hereby adopted and incorporated herein the same as if fully set out at length, and the provisions thereof shall be controlling in the construction, installation and maintenance of all septic tanks within the corporate limits of the city. Any person violating any of the provisions of such standards and specifications for septic tanks shall be deemed guilty of a misdemeanor.

(a) 
An inspection report on each and every septic tank installed and used within the corporate limits of the city, such report to be based on an inspection made by a representative of the county health department, shall be delivered to the building official of the city.
(b) 
The city shall not maintain a supply of water on a permanent basis to any premises in any case where the owner or occupant of the premises fails or refuses to deliver the inspection report referred to in subsection (a). For the convenience of builders during the course of construction, the city will authorize a supply of water on a temporary basis to premises on which the installation of a septic tank is contemplated, such temporary usage to be authorized upon presentation to the building official of a written certification, executed by the builder or his authorized agent, that the inspection report required by this section will be delivered as aforesaid upon completion of a septic tank on the premises. The authorization for a temporary supply of water to premises governed by this section will be withdrawn in case the builder, his authorized agent, or the owner of the premises fails or refuses to deliver the inspection report as aforesaid.
