(a) 
On the first meeting of the city council following the April 6, 1984, city elections the members of the city council shall draw lots to determine which two council members shall serve a two-year term of office along with the duly elected mayor.
(b) 
The remaining council members shall serve an initial term of one year and thereafter shall serve two-year terms.

(a) 
At the first meeting of the city council after each annual city election, the city council shall elect one council member to serve as mayor pro tempore for a term of one year. The mayor pro tempore shall perform the duties of the mayor in the absence of the mayor or in the event the mayor fails, refuses or is unable to act.
(b) 
In the event the mayor and mayor pro tempore are absent, any four council members shall constitute a quorum, and they shall elect a presiding officer at the meeting at which the mayor and mayor pro tempore are absent.
