(a) The
codes adopted by this article are for the purpose of establishing
rules and regulations for construction, alteration, removal, demolition,
use and occupancy, location and maintenance of buildings and structures,
including permits, and the same are hereby adopted and incorporated
fully as if set out at length herein, subject to all amendments, deletions
and conflicting provisions contained in this Code of Ordinances. From
the date on which this article shall take effect, the provisions thereof
shall be controlling in the construction of all buildings and structures
within the corporate limits of the city.
(b) Any
local amendments shall prevail over any conflicting provisions of
the codes adopted by the article.

The 2015 edition of the International Fire Code with the 2015
North Central Texas Council of Governments (NCTCOG) amendments is
hereby adopted as the official fire code of the city and is fully
incorporated by reference as though copied into this chapter in its

in the formal municipal codification of ordinances but shall be maintained
as a public record in the office of the city secretary and will be
available for public inspection and copying during regular business
hours.

(a) The
2014 edition of the National Electrical Code with the 2014 North Central
Texas Council of Governments (NCTCOG) amendments is hereby adopted
as the official electrical code of the city and is fully incorporated
by reference as though copied into this chapter in its entirety. The
material contained in such code shall not be included in the formal
municipal codification of ordinances but shall be maintained as a
public record in the office of the city secretary and will be available
for public inspection and copying during regular business hours.
(b) The
following rules shall supersede any conflicting rules in the National
Electrical Code, 2014 edition:
(1) The city adopts the state licensing law from the Texas Department
of Licensing and Regulation requiring all persons conducting electrical
work to have a current state electrical license prior to commencing
any electrical-related work in the city.
(2) A supervising licensed journeyman, as that term is defined in the
Texas Occupation Code, shall be on site at all times while any electric-related
work is performed. In addition, the work shall be under the general
supervision of a master electrician.
(3) Proof of licensing, insurance and/or insurance bonding requirements
are required before electrical permits are approved by the city.
(4) No person shall engage in work or conduct of the business of electrical
work within the city, except as herein specifically exempted, unless
such person is the holder of a valid license issued by the state board
of plumbing examiners or the state board of irrigators. Plumbing work
by a landscape irrigation installer, however, is limited to the installation
and repair of irrigation systems and connection of these systems to
the customer's side of the water service. Nothing contained herein
shall prohibit the employment of a journeyman plumber or irrigator
or apprentice to engage in plumbing work under the general supervision
of a master plumber nor plumbing work done by a property owner in
a building or on premises owned or occupied by him or her as his or
her home.

(a) The
2015 edition of the International Plumbing Code with the 2015 NCTCOG
amendments is hereby adopted as the official plumbing code of the
city and is fully incorporated by reference as though copied into
this chapter in its entirety. The material contained in such code
shall not be included in the formal municipal codification of ordinances
but shall be maintained as a public record in the office of the city
secretary and will be available for public inspection and copying
during regular business hours.
(b) The
following rules of construction shall apply to the building [plumbing]
code as adopted by this section. Where any conflict exists between
the adopted Uniform [International] Plumbing Code, 2015 edition and
this article, this article shall control.

(a) The
2015 edition of the International Swimming Pool and Spa Code with
the 2015 NCTCOG amendments is hereby adopted as the official code
of the city and is fully incorporated by reference as though copied
into this chapter in its entirety. The material contained in such
code shall not be included in the formal municipal codification of
ordinances but shall be maintained as a public record in the office
of the city secretary and will be available for public inspection
and copying during regular business hours.
(b) Local
requirements:
(1) For new in-ground and partially in-ground pool construction, the
minimum distance from the water’s edge to the side and rear
property line shall not be less than 15 feet. The minimum distance
from the water’s edge to a dwelling or accessory building shall
not be less than 15 feet.
(2) No swimming pool shall be located within the front-yard setback or
within a public or private easement.
(3) An in-ground and partially in-ground swimming pool shall, prior to
being filled with water, be provided with a 48-inch high barrier designed
to prevent access through such barrier, and it shall be continuously
maintained with gates or doors equipped with self-closing and self-latching
devices that are securely closed at all times when the pool is not
in actual use or is unsupervised or unmonitored.
(4) Access gates shall be equipped to accommodate a locking device sufficient
to prevent access to the swimming pool through such gate when the
swimming pool is not in actual use or is unsupervised or unmonitored.
(5) All doors and operable windows with a sill height less than 48 inches
that provide direct access to a pool shall have an alarm that produces
an audible warning when the door or its screen or window is opened.
The deactivation switch shall be located 54 inches or more above the
threshold of the door.
(6) On-ground pools shall have the ladder or steps secured, locked or
removed to prevent access when the pool is not in use or when the
pool is unsupervised or unmonitored.
(7) Spas and/or hot tubs shall be exempt from the barrier requirements
in this section if they have a hard cover in place that fully encloses
and prevents entry into such spa or hot tub when not in use or is
unsupervised or unmonitored.
