(a) 
General maximum speed limits for city streets.
Unless expressly designated otherwise by this code, 30 miles per hour shall be the maximum prima facie speed limit within all intersections and on all public streets within the city.
(b) 
Speed limits for alleys and easements.
Within any alley, utility easement, or other public easement within the city, 15 miles per hour shall be the maximum prima facie speed limit.
(c) 
Speed limit - thirty-five miles per hour.
On the hereinafter designated street or portion thereof, 35 miles per hour shall be the maximum prima facie speed limit. Such streets, or portions thereof, being more particularly described:

Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of state law, the prima facie speed limits set forth in section 10.08.001 above are hereby determined and declared to be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described in section 10.08.001.

Any motor vehicle being operated along and upon any street within the corporate limits of the city at a rate of speed that is greater than the maximum rate of speed for said portion of said street, as fixed by this article, shall be prima facie evidence that such speed is not reasonable or prudent and that it is unlawful.
