(a) 
The following schedule of fees shall be charged for permits for the construction of buildings inside the city limits, and for the alteration, addition, and repair of existing buildings in the city.
(b) 
All contractors must register with the city prior to construction permits being issued.
(1) 
All residential and commercial new construction.
(A) 
Single-family dwellings (based on living area square footage) and commercial permit fee: $0.85 per square foot.
(B) 
Inspection fees: The above fees include electrical, plumbing, mechanical, tree preservation, and certificate of occupancy. First inspection is included in the cost of permits with reinspection and additional inspections at $95.00 each.
(2) 
Addition/remodel increasing living space.

Miscellaneous construction permit fees.
(A) 
$0.10 per square feet, but not less than $125.00 for detached or temporary building. If utilities are included, see subsection (F) below.
(B) 
$95.00 for a reinspection/additional inspection.
(C) 
$95.00 minimum fee for permit not otherwise specified.
(D) 
$130.00 for lawn sprinkler system.
(E) 
1% of contract price for an inground swimming pool.
(F) 
If separate from new building permit:
(i) 
Electrical: $195.00.
(ii) 
Temporary pole: $95.00.
(iii) 
Plumbing: $195.00.
(iv) 
FFA Project (annual only): No fee. Temporary structure and pen must be inspected and disposed of at end of project.
(v) 
Fee at actual cost is required for work involving buildings or structures, the title of which is directly vested in the federal government, the state, the county, the city or public school districts.
(G) 
$75.00 for review and approval of tree preservation plans and for review and field verification of "no protected trees" letters.

The minimum cost of the permit fee shall be $145.00. If lights, an electrical inspection fee will be applicable.

(a) 
Every subdivision plat, amended plat, replat, development plat, request for zoning or amendment, site plan application, request for development agreement or planned development district zoning application, or other development permit application, shall be accompanied by the fees and deposits set out herein. The fees shall apply to the cost incurred by the city for oversight, inspection, review, engineering and legal professional expenses and other costs. If the actual cost to the city exceeds the fee amount or a deposit, the applicant shall be responsible for reimbursing the city for the excess fee(s), prior to the approval of the application being sought. Certain development applications may require that a deposit be paid in addition to the listed fees at the time the application is submitted depending upon the level of professional service demands.
(b) 
The following fees shall apply:
(1) 
Subdivision plat submitted for approval shall be accompanied with a fee of $120.00 per lot for the preliminary plat and $60.00 per lot for the final plat. In the event that a final plat is sought without approval of a preliminary plat, the fee for the final plat is $180.00 per lot.
(2) 
Development plat: $500.00 (0–10 acres), $1,000.00 (10.1 acres to 50 acres), and $2,000.00 (50.1 acres and above).
(3) 
Replat: No charge for (10 acres and less), $500.00 (10.1 acres to 50 acres), and $2,000.00 (50.1 acres and above).
(4) 
Amended plat: No charge.
(5) 
Plat vacation: $300.00 per application.
(6) 
Site plan application: $500.00 (0 to 5 acres), $1,400.00 (5.1 to 50 acres) and $2,000.00 (50.1 acres or greater).
(7) 
Rezoning application: $1,500.00 (not including a PDD application).
(8) 
Conditional use or special use permits: $750.00.
(9) 
Request for zoning or subdivision text amendments: $1,500.00.
(10) 
Development agreement request or planned development district zoning application: $2,000.00.
(11) 
Requests for amendments to a development agreement or amendment to a planned development district zoning ordinance: $200.00 (minor amendment no new uses), $2,000.00 (major amendment).
(12) 
Traffic impact analysis: $500.00.
(13) 
Attorney opinion letter associated with a PID bond: $20,000.00.
(14) 
Any other development applications not otherwise listed herein $1,000.00.
(15) 
Grading permit under subsection 3.02.001(d): $2,000.00.
(c) 
In addition to the above fees, a deposit to cover anticipated legal and engineering professional fees shall be required to be paid at the time an application is submitted for the following:
(1) 
New planned development district zoning (“PDD”) or development agreement request: $5,000.00 up to 100 acres and $10,000.00 above 100 acres.
(2) 
Amended PDD or development agreement: $1,500.00.
(3) 
Traffic impact analysis: $2,500.00.
(4) 
Request for creation of a planned improvement district (“PID”): $10,000.00.
(d) 
If the actual cost of these fees is less than the deposit, the applicant will be reimbursed the balance; if the actual costs exceeds the deposit, the applicant is responsible for the balance and may be required to replenish the deposit.

The following penalties and enforcement costs shall be charged for the violation of the city’s tree preservation ordinance.
(1) 
For each tree damaged, or removed in violation of article 9.04, the owner of the property and/or person or entity responsible for damage or removal shall provide full restitution to replace the damage caused according to “Tree Preservation,” article 9.04 and also pay the following penalties: $225.00 per caliper inch for each protected tree damaged or removed, the full cost of replacement of the tree(s) with approved replacement tree(s) and a fine not to exceed:
First protected tree

Each subsequent protected tree
$1,200.00/tree
Any tree with a caliper over 16"
$6,000.00/tree

The fee for each variance request submitted shall be $180.00 (this does not apply to new subdivision plats). This fee shall be nonrefundable.
