(a) 
The provisions of this article shall be administered and enforced by the chief of police.
(b) 
The chief of police has authority to issue, deny or revoke a special event permit that authorizes one (1) or more of the activities described in the definition of “special event” in section 1-15-1 when requirements of this article have or have not been met.
(c) 
Application for a special event permit authorizes the chief of police to issue, deny or revoke permits for the activities described at locations where the activity would otherwise be prohibited by ordinance.

The provisions of this article are cumulative of all city ordinances. Building permits, electrical permits, food establishment permits, alcoholic beverage licenses, and all other permits required by ordinance or other law for specific activities to be conducted in conjunction with or as part of the special event must be applied for separately in accordance with the applicable ordinance or law.

The provisions of this article imposing special event requirements shall not apply to:
(1) 
Construction activity;
(2) 
House moving;
(3) 
Events conducted and completely contained within an enclosed structure;
(4) 
Events covered by an interlocal contract between the city and another governmental entity;
(5) 
City park activities that are limited to the use of swimming pools, picnic and shelter pavilions, sports and recreation facilities, auditoriums and community centers, that are regulated by the director of parks and recreation, and that do not affect property outside the park;
(6) 
Law enforcement and other municipal activities;
(7) 
Funeral processions;
(8) 
A first amendment parade as defined herein;
(9) 
A peaceful demonstration;
(10) 
Itinerant vendors, peddlers, and mobile and other street vendors subject to the provisions in article 4-6 of the city code or sidewalk food service permitted in article 4-7.
