A. 
It shall be the duty of the Zoning Officer to designate the number assigned to each building in the Borough of Sinking Spring, and the owner of any building shall be responsible for ensuring that the proper number for each building is at all times displayed as provided in this chapter. All persons hereafter erecting a building on any lot shall, at the time of obtaining the building permit, procure from the Zoning Officer the proper number of such building.
B. 
In case of any neglect to place said number upon a building now erected within a period of 30 days after notice, or in case of neglect to procure the number when any building shall hereafter be erected, the Zoning Officer shall thereupon procure the number and attach the same to said building or buildings and collect the cost of the same from the owners thereof in the manner provided by law.

Numbers shall be Arabic numerals or alphabet letters not less than four inches in height with a minimum stroke width of 0.5 inch and completely legible from the opposite side of the street.

B. 
The numbers shall be placed in a conspicuous place on the front of the building. The color of the numbers shall be in contrast to the immediate background and shall be so placed as to be in full view from the opposite side of the street.
C. 
It shall be unlawful to cover any number with any sign, drapery or other obstruction tending to conceal such matter. All old numbers shall be removed from any building or other structure when a new number has been assigned.
D. 
The property owner shall reaffix or renew all numbers that shall not continue to conform to the requirements of this section, provided that in the case of buildings occupied by other than the owner thereof, the occupant, rather than the owner, shall be responsible for maintaining numbers upon such building as hereby required.

Any person who violates or permits a violation of this chapter shall, upon being found liable therefor, pay a fine of not more than $600, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. If the penalty is not paid, the Borough shall initiate a civil action for collection in accordance with the Pennsylvania Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense. In addition to or in lieu of enforcement under this section, the Borough may enforce this chapter in equity in the Court of Common Pleas of Berks County.
