(a) 
The fiscal year and budget year of the city is hereby changed so as to commence on the 1st day of October of each year and to end on the 30th day of September of the following year.
(b) 
In order to convert from the present fiscal year to the fiscal year provided for in subsection (a) of this section, there shall be a short fiscal year commencing on the 1st day of April, 1994 and ending on the 30th day of September, 1994.
(c) 
Commencing with October 1, 1994, and each year thereafter, the fiscal year of the city shall run for a 12-month period and shall commence on the 1st day of October and shall end on the 30th day of September next succeeding.

(a) 
The use of facsimile signatures of the mayor and city manager is hereby authorized for checks and vouchers.
(b) 
The mayor, mayor pro-tem, city manager, assistant city manager, city secretary and finance director are authorized signatories for city accounts, checks and warrants.

It shall be the policy of the city to assess a charge as provided in the fee schedule in appendix A of this code for each check paid to the city that is returned for insufficient funds.

(a) 
All city officers, officials, and employees who collect or receive payment for fees, court costs, fines, and other charges owed to the city are authorized to accept payment of such by credit card, as may be authorized by the director of finance.
(b) 
The fee charged by the credit card vendor will not be passed on to the customer, and the city will budget for those fees through the utility rates and fine collection costs.
(c) 
Charges that are refused or not settled for any reason by the credit card processing contractor will be handled by the city in the same manner as returned checks.

The city council hereby, adopts the City of Hutto Procurement Policy and Procedures, attachment A to Ordinance O-2022-052, and incorporated by reference into this section for all intents and purposes.
