From and after the effective date of this chapter, all of the
accounts of the Borough for the year 2022 and all subsequent years
shall be audited by an independent auditor appointed each year by
the Borough Council.
Such auditor shall be a certified public accountant or firm
of certified public accountants registered in the Commonwealth of
Pennsylvania or a competent public accountant or a competent firm
of public accountants.
An auditor meeting the requirements set forth in §
5-2 hereof shall be appointed annually by resolution of the Borough Council at least 30 days prior to the close of the fiscal year to make an independent examination of all the accounts and accounting records of the Borough for the fiscal year then closing.
The compensation to be paid such auditor shall be fixed by Borough
Council.
All ordinances or parts of ordinances or laws or parts of laws
currently in effect in conflict herewith are hereby repealed.
If any section, subsection, sentence, clause or phrase of this
legislation is, for any reason, held to be unconstitutional, such
decision shall not affect the validity of the remaining portions of
this chapter. The Borough Council hereby declares that it would have
passed this chapter, and each section, subsection, clause or phrase
thereof, irrespective of the fact that any one or more sections, subsections,
sentences, clauses and phrases be declared unconstitutional.
This chapter shall take effect and be in full force and effect
in accordance with applicable provisions of Pennsylvania law.
