(a) 
The following animals may be impounded:
(1) 
Cats and dogs not exhibiting evidence of being vaccinated or registered.
(2) 
Any animal infected or kept under conditions which could endanger the public or animal health.
(3) 
Any animal that creates a nuisance, as defined in section 2.01.008.
(4) 
Any animal running at large, as stipulated in section 2.01.007.
(5) 
Any animal treated in a manner determined by the police department and/or representative of the city to be cruel or inhumane.
(6) 
Any animal that has bitten a human being or needs to be placed under observation for rabies determination, as determined by the local health authority.
(7) 
Any animal violating any provisions of this chapter.
(b) 
All animals impounded by the city will be taken to the city shelter immediately and held for 3 days. If the animal is deemed adoptable it will be held an additional 4 days.

(a) 
Reasonable effort shall be made by the designated representative to contact the owner of any animal impounded which is wearing a current vacation tag. Reasonable effort may include a telephone call and/or written form. However, final responsibility for location of an impounded animal is that of the owner.
(b) 
The owner can resume possession of any impounded animal upon payment of impoundment fees, and upon compliance with the vaccination and registration provisions of this chapter, except where prohibited in subsections (c) and (d).
(c) 
Disposition of animals impounded on the grounds of cruel or inhumane treatment shall be determined by the court of jurisdiction.
(d) 
If any animal is being held under quarantine or observation for rabies, the owner shall not be entitled to possession until it has been released from quarantine.

(a) 
All impoundment fees shall be as listed in the fee schedule in appendix A to this code. If the animal has already been transported to the animal shelter, the impoundment fee will be as listed in the fee schedule in appendix A to this code, payable to the city.
(b) 
The owner of any cat or dog held in quarantine for observation purposes shall be charged a fee as listed in the fee schedule in appendix A to this code for every day or fraction of a day an animal is in quarantine. This is in addition to any impoundment fees.
