Meter deposits:
(1) 
Homeowner inside city limits ($50.00 nonrefundable): $250.00.
(2) 
Homeowner outside city limits ($50.00 nonrefundable): $325.00.
(3) 
Renter inside or outside city limits ($50.00 nonrefundable): $325.00.
(4) 
Before services are turned on proof of ownership or a rental agreement must be provided to city hall. Services must be in the property owner’s name or tenant’s name only. Owner or tenant must have a valid state drivers license or state ID.
(b) 
Irrigation:
(1) 
Meter deposit ($50.00 nonrefundable): $250.00.
(2) 
Tap: Same as a regular tap $1,500.00.
(c) 
Reconnect fee (only during regular business hours): $50.00 1st time; $100.00 thereafter.
(d) 
Transfer service fee: $25.00.
(e) 
Testing of water meter: $25.00.
(f) 
Tap fees:
(1) 
Standard “residential” connection:
(A) 
$1,500.00 inside by 3/4" water tap; $5,000.00 outside.
(B) 
Any increase in meter size will be an increase added cost of material and labor.
(2) 
Wastewater system connection:
(A) 
4" tap: $3,000.00.
(B) 
6" tap: $3,000.00 plus additional cost of material and labor.
(g) 
Water deposit/rates for wholesale customers (outside customers):
(1) 
Connection with meter: $1,500.00.
(2) 
Rate: $25.00/1,000 gallons.
(h) 
Rates for water services:
(1) 
Minimum rate: Residential and commercial customers shall be charged the applicable minimum monthly rate per meter established herein, as long as such meter is active, whether the customer actually uses the services or not.
(2) 
Monthly rates: The following rates shall be charged for residential and commercial water services:
(A) 
Inside city limits:
(i) 
Minimum monthly charge per meter: $40.93.
(ii) 
Each 1,000 gallons: $10.60.
(B) 
Outside city limits:
(i) 
Minimum monthly charge per meter: $50.18.
(ii) 
Each 1,000 gallons: $10.60.
(3) 
Irrigation meter - used for outside watering: $10.60 for each 1,000 gallons of water.
(4) 
Bulk water rates: $25.00 each 1,000 gallons.
(5) 
Wortham Housing Authority: The Wortham Housing Authority will be billed annually on September 1st at a flat rate of $300.00, for the annual use of water in vacant apartments.
(i) 
Wastewater service:
(1) 
Residential: $17.75 base fee plus $6.00/1,000 gallons.
(2) 
Commercial: $17.75 base fee plus $6.00/1,000 gallons.
(j) 
To turn on utility service after termination at owner’s request: $10.00.
(k) 
Damage fee for tampering with meter: $250.00.

Residential units.
The minimum monthly charge per residential unit shall be $18.00 plus tax for one time per week pickup with one polycart (includes once per month, on-call bulk service limited to 2 cubic yards per month).
(b) 
Commercial downtown collection.
The minimum monthly charge per commercial downtown shall be $26.39 plus tax for one time per week pickup with one polycart (includes once per month, on-call bulk service limited to 2 cubic yards per month).
(c) 
Polycarts.
$6.78 monthly for each additional cart.
(d) 
Commercial/industrial containers collection.
