Cities of the Fourth Class, Winfield being such, shall have
the power to regulate land use and make ordinances for the health
and welfare of the general public under RSMo. §§ 79.450
and 89.010 et seq.

A MOBILE HOME is a structure, transportable
in one or more sections, which is built on a permanent chassis and
which is designed for use with or without a permanent foundation when
connected to the required utilities.

(A) No
mobile home older than five years shall be placed within the city
limits without prior approval by the Board of Aldermen.
(B) Any
person wishing to place a mobile home older than five years within
the city limits must petition the Board of Aldermen, in writing, prior
to the placement of any mobile home.

The Board of Aldermen shall have the authority to grant or refuse
placement of the mobile home and have the power to authorize any inspection
of the mobile home prior to any approval. The inspection shall be
done at the mobile home owner’s expense.

Nothing in this subchapter, in any way, affects those mobile
homes located within the city limits prior to the enactment of this
subchapter.

(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to §
10.99 of this code of ordinances.
(B)
(1) Any person found in violation of §§
152.01 through §
152.05 of this chapter shall be subject to a fine not to exceed $100 or by imprisonment in the County Jail not to exceed 30 days or by both the fine and imprisonment.
(2) Each day of the violation shall be considered a separate and distinguishable
offense.
