(a)
Purpose.
The city is desirous of adding a sufficient number of auxiliary and reserve police personnel to the police department to assist in such times as may be necessary to complement the present force and to provide additional personnel in the cases of sickness, death, or incapacity of any officer which would create an impairment of the department in the performance of its duties.
(b)
Number of members; operation.
There is hereby established a police reserve force to be composed of a maximum of 20 members. Such force is to be in compliance with and operated under the provisions of Texas Local Gov't Code sections 141.007, 142.003 and 341.012, as amended.
(c)
Authority of chief of police.
The creation of this reserve force is not intended in any way, form, or fashion to alter the authority of the chief of police as outlined under Texas Local Gov't Code section 342.012.

The standard operating procedures for the city police department, dated November 15, 2005, are hereby established and incorporated herein by reference to this section for all purposes.

The taser policy is to be included within the standard operating procedures for the city police department, which is attached to Ordinance O-18-10 as exhibit A, and incorporated herein by reference to this section for all purposes.
