Whoever violates any provision of this chapter for which no other penalty has been provided for shall be punished as provided in section 1.01.009.

(a) 
Building permits.
(1) 
Permit fee.
Pursuant to section 4.02.001 and in accordance with the International Building Code, which is adopted in its entirety in section 4.02.001, a building permit is required when any owner, authorized agent or contractor desires to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system which is regulated by the technical codes. The fee for the issuance of a building permit shall be as set forth in the fee schedule in appendix A of this code.
(2) 
Reinspection fee.
Pursuant to section 4.02.001 and in accordance with the International Building Code, which is adopted in its entirety in section 4.02.001, a reinspection fee is hereby fixed as set forth in the fee schedule in appendix A of this code. A reinspection occurs when an inspected item fails to pass the second or subsequent inspections.
(b) 
Electrical permits and inspections.
(1) 
Permit and inspection fees.
Pursuant to section 4.02.001 and in accordance with the National Electrical Code, which is adopted in section 4.02.001, an electrical permit and inspection fee shall be hereby fixed as set forth in the fee schedule in appendix A of this code.
(2) 
Reinspection fee.
Pursuant to section 4.02.001 and in accordance with the National Electrical Code, which is adopted in section 4.02.001, all reinspection fees are hereby fixed at two times the standard inspection fee. A reinspection occurs when an inspected item fails to pass the second or subsequent inspections.
(3) 
Licensing.
All persons performing electrical services within the jurisdictional limits of the city must be licensed by the state and must comply with all requirements set forth in sections 4.03.012 through 4.03.015.
(c) 
Gas permits and inspections.
(1) 
Permit and inspection fees.
Pursuant to section 4.02.001 and in accordance with the International Fuel Gas Code, which is adopted in section 4.02.001, gas permit and inspection fees shall be hereby fixed as set forth in the fee schedule in appendix A of this code.
(2) 
Reinspection fee.
Pursuant to section 4.02.001 and in accordance with the International Mechanical Code, which is adopted in section 4.02.001, a reinspection fee is hereby fixed as set forth in the fee schedule in appendix A of this code. A reinspection occurs when an inspected item fails to pass the second or subsequent inspections.
(d) 
Mechanical permits and inspections.
(1) 
Permit and inspection fees.
Pursuant to section 4.02.001 and in accordance with the International Mechanical Code, which is adopted in section 4.02.001, mechanical permit and inspection fees shall be hereby fixed as set forth in the fee schedule in appendix A of this code.
(2) 
Additional charge.
In addition to the mechanical permit, a charge as set forth in the fee schedule in appendix A of this code for each grill, register and vent will be assessed.
(3) 
Reinspection fee.
Pursuant to section 4.02.001 and in accordance with the International Mechanical Code, which is adopted in section 4.02.001, a reinspection fee is hereby fixed as set forth in the fee schedule in appendix A of this code. A reinspection occurs when an inspected item fails to pass the second or subsequent inspections.
(4) 
Registration.
All persons performing mechanical services within the jurisdictional limits of the city must be licensed by the state as a journeyman or higher and be registered with the city. A registration fee is hereby fixed as set forth in the fee schedule in appendix A of this code.
(e) 
Plumbing permits and inspections.
(1) 
Permit and inspection fees.
Pursuant to section 4.02.001 and in accordance with the International Plumbing Code, which is adopted in section 4.02.001, plumbing permit and inspection fees shall be hereby fixed as set forth in the fee schedule in appendix A of this code.
(2) 
Additional charge.
In additional to the plumbing permit, a charge for each plumbing fixture, floor drain, trap, water heater and vent will be assessed as set forth in the fee schedule in appendix A of this code.
(3) 
Reinspection fee.
Pursuant to section 4.02.001 and in accordance with the International Plumbing Code, which is adopted in section 4.02.001, a reinspection fee is hereby fixed as set forth in the fee schedule in appendix A of this code. A reinspection occurs when an inspected item fails to pass the second or subsequent inspections.
(4) 
Registration.
All persons performing plumbing services within the jurisdictional limits of the city must be licensed by the state as a journeyman or higher and be registered with the city. A registration fee is hereby fixed as set forth in the fee schedule in appendix A of this code.
(f) 
Planning and zoning fees.
Pursuant to the zoning ordinance of the city, article 9.03 of the Code of Ordinances, certain planning and zoning fees shall be hereby fixed as set forth in the fee schedule in appendix A of this code.
(g) 
Penalty.
A violation of this section is a misdemeanor and punishable as provided in section 4.01.001.
