(a) The
city council hereby adopts the following 2015 editions of the International
Codes, including all amendments and annual supplements published thereto,
including appendix chapters, inclusive, which are on file in the office
of the fire marshal officer for permanent record and inspection:
(1) International Fire Code, 2015 edition.
(A) Adopted.
The city council adopts the International Fire
Code, 2015 edition, as published by the International Code Council,
and its appendices.
(B) Amendments.
The city council adopts Option B of the
NCTCOG regional amendments to the International Fire Code.
(2) International Wildland-Urban Interface Code, 2015 edition.
(A) Adopted.
The city council adopts the International Wildland-Urban
Interface Code, 2015 edition, as published by the International Code
Council, and its appendices.
(B) Amendments.
The city council adopts Option B of the
NCTCOG regional amendments to the International Wildland-Urban Interface
Code.
(3) National Fire Protection Association 101 Life Safety Code, 2015 edition.
(A) Adopted.
The city council adopts the National Fire Protection
Association (NFPA) 101 Life Safety Code, 2015 edition, as published
by the NFPA, and its appendices.
(b) Said
codes are hereby adopted as the fire codes of the city for regulating
conditions hazardous to life and property from fire or explosion in
the city, providing for issuance of permits, and each and all of the
regulations, provisions, conditions and terms of such International
Fire Code, 2015 edition, published by the International Code Council,
Inc., and the secondary publications referenced above. The city may
replace the 2015 editions with a more current updated version, provided,
however, such versions are kept as provided herein.

Permits and associated fees shall be issued and enforced in
accordance with the code.

(a) The
following shall be and are hereby declared to be the limits of the
fire zones within the city to comply with the International Building
Code, as adopted and as it may be amended.
(b) The
fire zones will be in reference to the planning and zoning map which
is displayed in the office of the building official at city hall.
All areas designated by the planning and zoning commission and the
city council as areas office and professional services district (OPD),
neighborhood retail (NR), thoroughfare commercial (TC) and manufacturing-industrial
(MI) are to be known as fire zones or any other area that may be designated
outside of a given area by the fire authority.
(c) Fire
Zone One will consist of OPD, NR and TC areas along the thoroughfares
and within Jack County Court House Square: beginning within the center
of the intersection of North Main and Union Streets; thence west along
the center of Union Street to the center of North Knox Street; thence
south on the center of North Knox Street to the center of West College
Street; thence west along the center of West College Street to a line
within the center of Gwaltney Street; thence south on a line with
the center of Gwaltney Street 300 feet from the center of West Belknap
to a point 200 feet west of the center of South Knox Street; thence
south from that point within 200 feet of the center of South Knox
Street to Lost Creek; thence east above the north bank of Lost Creek
across South Main Street to a line within the center of South Church
Street; thence north on a line with the center of South Church Street
to the center of McComb Street; thence east on the center of McComb
Street to a line with the center of East Street; thence north on a
line with the center of East Street to the center of East Thompson
Street; thence west on the center of East Thompson Street to the center
of North Church Street; thence north on the center of North Church
Street to the center of Oakwood Avenue; thence west on a line with
the center of Oakwood Avenue to the center of North Main Street.
(d) Fire
Zone Two will consist of OPD, NR, TC and MI and other designated areas
within 200 feet of the center of North and South Main Streets, within
200 feet of designated areas along the center of West Belknap Street,
beginning with boundaries of Fire Zone One, then to the city limits
and all areas designated within the residential sections of the city.
(e) Within
Fire Zone One, no building or structure of wooden, ironclad, stucco
or veneer type construction, or any building whose outside walls contain
wood supports, shall be permitted. Brick walls shall be not less than
12 inches thick, except one-story buildings with floor areas of 750
square feet or less may have walls eight inches thick.
(f) No
building shall hereafter be built, enlarged or altered within Fire
Zone One except in accordance with this chapter and the International
Building Code, as adopted and as it may be amended.
(g) Within
Fire Zone Two, no buildings shall hereafter be built, enlarged or
altered within the designated areas in the city unless the outside
walls are constructed of brick, blocks, stone, tile, concrete or other
fireproof materials and in accordance with the International Building
Code, as adopted and as it may be amended.

The city hereby offers a reward of $500.00 for the arrest and
conviction of any person found guilty of committing the crime of arson
within the corporate limits of the city. This reward is a standing
offer and shall be paid out of the general fund of the city.
