Fishing in Lake Jacksboro and Lost Creek Reservoir shall be
subject to the same rules and laws prescribed by state law in the
methods of taking, baits allowed, seasons, limits, and in all other
matters, unless specifically modified by action of the city council.

Swimming is prohibited in Lake Jacksboro and Lost Creek Reservoir
in the following areas. Prohibited areas will be marked with appropriate
signs.
(2) Directly from either dam (exiting and entering the water from the
dam is prohibited).

It shall be unlawful for any person to go about, on or upon
the gate control tower situated on Lake Jacksboro and Lost Creek Reservoir.

It shall be unlawful for any person to wash automobiles, trucks,
or any other motor vehicle on the causeway from the water at Lake
Jacksboro, or to use the water from the lake to wash vehicles by means
of carrying water from the lake and washing vehicles in the public
road, allowing the waste water to drain back into the lake.

(a) General prohibition.
It is an offense for any person
to walk, stand, fish, travel by foot or operate a motor vehicle over
the spillway between Lake Jacksboro and Lost Creek Reservoir during
periods of high waters when barricades are in place or signs have
been posted advising that the spillway is closed. Periods of high
waters include those periods when water is flowing across the spillway.
(b) Compliance.
The operator of a motor vehicle or pedestrian
shall comply with all applicable traffic-control devices, barricades,
gates, instructions, signals, warnings, or markings of a warning sign,
being a signal, marking or device placed on a barricade, during periods
of high water, to warn or regulate motor vehicular or pedestrian traffic.
(c) Passing around barricade.
It shall be unlawful and an
offense for any person to walk, run, drive or otherwise pass, by any
means, around a barricade, meaning an obstruction placed in, on, before
or across the spillway, by the city, to prevent the passage of persons,
pedestrians or motor vehicles over the spillway.
(d) Failure to comply with barricade or warning sign.
It
shall be unlawful for any person, as a pedestrian, or as an operator
of a motor vehicle, to fail to comply with all applicable traffic-control
devices, barricades, warnings, signs, signals, markings, or gates
placed to prohibit, direct or deter persons, pedestrians or vehicular
traffic.
(e) Defenses.
It shall be a defense to the offenses listed
herein if the person was following the directions of a peace officer
or is a person whose duties require the person to go beyond or around
a barricade.
(f) Moving or altering barricade or warning sign.
It shall
be unlawful and an offense for any person to move, destroy, alter,
a barricade, traffic-control device, gate, instruction, signal, warning
or marking of a warning sign placed to prevent the passage of persons,
pedestrians, or motor vehicles over the spillway.
(g) Penalty.
Any person violating any provision of this
section shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be fined in a sum not to exceed $500.00. Proof and evidence
of a culpable mental state are not required for proof of an offense
stated herein.
