(a) 
Regular service.
Garbage and trash removal service from houses, buildings, and premises used for residential or commercial, business, or other nonresidential purposes shall be provided, and the monthly charges shall be as set forth in the fee schedule in appendix A of this code.
(b) 
Convenience center use.
The sanitation rates to be charged to all customers for use of the convenience center shall be as set forth in the fee schedule in appendix A of this code.
(c) 
Special unscheduled services.
Upon special request, the city or its authorized agent shall make such special unscheduled collection of refuse as is requested, and a charge will be levied for such service, as may be determined by the city or its agent.
(d) 
Excessive material.
In the event the trash or garbage to be collected from any house, building or premises exceeds that which can be placed in refuse containers, as defined in section 12.03.032, the owner, occupant, tenant or lessee thereof shall be charged proportionately for the collection, removal and hauling of such excess at a rate to be determined by the city or its agent, with regard for the frequency of such service, and the amount of time required for loading and hauling to the refuse disposal site.

To avoid duplication in billing and as a convenience to the public, the fees for the services herein regulated shall be included on all monthly water bills, and any person who shall fail or refuse to pay the charge for such services rendered by the due date shall be subject to having all city services suspended in accordance with sections 12.04.047 [12.04.051] and 12.05.135. It is expressly the duty of the owner, occupant, tenant or lessee using or occupying any building, house or structure receiving such services to make payment therefor. When refuse collection services are suspended for nonpayment of charges, the code enforcement officer shall be notified immediately for appropriate action in accordance with the provisions of this article.

A penalty of 10% shall be added to any payment for sanitation service made after the tenth day of the month for service for the preceding calendar month.
