The 2021 edition of the International Building Code and International Existing Building Code are hereby adopted as the official building codes of the city and is fully incorporated by reference as though copied into this article in its entirety, including all appendices. The material contained in such codes shall not be included in the formal municipal codification of ordinances but shall be maintained as a public record in the office of the city secretary and will be available for public inspection and copying during regular business hours. If construction is on an existing building, refer to the 2021 International Existing Building Code.

Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this article shall be fined no more than two thousand dollars and no cents ($2,000.00) for all violations involving zoning, fire safety or public health and sanitation, including dumping of refuse, and shall be fined not more than five hundred dollars and no cents ($500.00) for all other violations of this article. Each day that a violation is permitted to exist shall constitute a separate offense.

(a) 
The building official, code enforcement officer, building inspector, or their designee shall have the power to enforce the provisions of the International Building Code, as well as any amendments thereto as ordained from time to time by the city council.
(b) 
The terms “building official,” “code enforcement officer” and “building inspector” shall mean any person appointed by the city council to perform the duties of inspector.
