Editor’s note–Former division 2, sections 9.03.031–9.03.088 pertaining to rules and regulations, was repealed and deleted in its entirety by Ordinance 2018-07 adopted 4/26/18. Prior to the deletion, this division derived from the following: Ordinance 1-87-1 adopted 1/26/87 and Ordinance 2005-14 adopted 9/22/05.
There is hereby established the police department of the city to preserve order within the city and to secure the residents of the city from violence and the property therein from injury or loss. The chief of the police department shall be appointed by the city administrator and shall hold his office at the pleasure of the city administrator and shall perform the duties as may be required of him by the city council. The chief of police shall be responsible for the administration of the department and carrying out the directives of the city council. The chief of police and all police officers shall receive a salary as shall be fixed by the city council. The chief and all members of the department shall hold their office at the pleasure of the city administrator. All police officers shall have like power, right, authority and jurisdiction as are vested in city marshals. All police officers may serve all process issuing out of the corporation court anywhere in the county.

There is hereby established a police reserve force for the city. The police reserve force shall be guided by the following guidelines:
(1) 
The size of the reserve force shall be limited to twenty (20) members.
(2) 
Members of the reserve force shall be certified peace officers, possessing at least a basic certificate issued by the appropriate agency of the state.
(3) 
No person appointed to the police reserve force may carry a weapon or otherwise act as a peace officer until said person has been approved by the city council. After approval said person may carry a weapon only when authorized by the chief of police, and when discharging the official duties as a duly constituted peace officer.
(4) 
Members of the police reserve force shall serve at the discretion of the chief of police and may be called into service at any time the chief of police considers it necessary to have additional officers to preserve the peace and enforce the law.
(5) 
Members of the police reserve force shall serve without compensation, but the city council may provide uniform compensation for members.
(6) 
Members of the police reserve force shall act only in a supplementary capacity to the regular police force and shall in no case assume the full-time duties of regular police officers without first complying with all requirements for such regular police officers.

The provisions of division 2 of this article shall be complied with in full in accomplishment of the duties of the city police department.
