There is hereby established the police department of the city to preserve order within the city and to secure the residents of the city from violence and the property therein from injury or loss. The chief of the police department shall be appointed by the city administrator and shall hold his office at the pleasure of the city administrator and shall perform the duties as may be required of him by the city council. The chief of police shall be responsible for the administration of the department and carrying out the directives of the city council. The chief of police and all police officers shall receive a salary as shall be fixed by the city council. The chief and all members of the department shall hold their office at the pleasure of the city administrator. All police officers shall have like power, right, authority and jurisdiction as are vested in city marshals. All police officers may serve all process issuing out of the corporation court anywhere in the county.
