Anyone desiring a new water service within the city shall make written application for such service at the offices of the city. Such application shall include completion of and written agreement to abide by the service contract issued for approved applications. The customer shall be bound by all of the provisions shown on the contract. In addition, the customer shall pay an administrative fee of $40.00 for the processing of an application for water and/or sewer service with the city.

All water accounts shall be due upon receipt. Statements shall be mailed on or about the 25th day of each month and shall be past due after the 10th day of the following month.

Accounts paid after the 10th day of each month shall include a 10% late penalty charge. However, the late penalty will be waived for customers who have paid their full bills on time for the preceding 12 months.

(a)
Accounts not paid before the 7th day following the deposit of a “final notice” with the United States Postal Service, and with postage prepaid, to the address shown on the records of the city, shall be subject to having water services disconnected. The disconnection will be waived for customers who have paid their full bills on time for the preceding 12 months. In this case, a one-billing-cycle grace period will be given.

The following fees shall be made for disconnections made of services which were discontinued for reasons of nonpayment:

A $25.00 reconnection fee shall be made for reconnections made of services which were discontinued for reasons of nonpayment. Such reconnections shall be made during normal city water department working hours.

Should any check for the payment of water services as hereinabove set out be returned by the bank upon which it was drawn, for any reason, then in such event a $20.00 returned check fee shall be assessed to the customer for whose account such returned check was applied. All sums received after assessment of the returned check fee will be applied first to the returned check fee and then to the other charges due on such account.

A fee of $240.00 plus costs incurred by the city for the repair and replacement of its equipment shall be made for the reconnection of any meter which has been removed because of illegal tampering. This fee is cumulative of all other remedies of the city, including the filing of criminal charges for tampering.

No water service accounts are transferable without the written consent of the city. Accounts approved for transfer by the city will incur a $40.00 transfer fee.

All utility customers of the city living outside the city limits shall be subject to all of the ordinances, rules, regulations and inspections to which utility customers living inside the city limits are subject.

It shall be unlawful for any person or customer to resell to others any utility service obtained from the city except only by special arrangement approved by the city council.

(a)
The rates and fees for water service provided through fire hydrants connected to any water system operated by the city, whether within or without the corporate boundaries of the city, shall be as follows:

(b)
Customers receiving water service provided through fire hydrants connected to any water system operated by the city, whether within or without the corporate boundaries of the city, shall be billed by customer rather than by meter, so that all meters issued to a single customer are read and the sum of total usage among the meters is billed as if a single meter.
(c)
Any person, firm or corporation using a utility meter for service through fire hydrants connected to the municipal water system may only connect and withdraw water during the following hours: Monday through Friday, from 7:00 a.m. until 7:00 p.m.
(d)
A $1,000.00 deposit is required for the use of a fire hydrant meter during construction.
(e)
Upon the return of the fire hydrant meter to the city, the deposit will be used to pay the balance due on the account after receiving the final reading. A bill will be sent to the contractor if there is a balance due; if there is a credit balance a check will be mailed to the contractor.
(f)
The $1,000.00 deposit will be forfeited if the meter dials roll backward. The meter must be returned to the city; or another $1,000.00 deposit will be required to keep the hydrant meter on the project.
(g)
There is a $245.00 per month base rate that is charged regardless of usage.
(h)
Payments are due on the 10th of each month. If payment is not received prior to the cutoff date, the meter must be returned to the city and the deposit will be applied to the balance due at that time. A new deposit can be paid to continue to have access to the meter.
(i)
On the 10th of each month the contractor must provide a picture of the meter with the reading, or bring the meter to city hall Tuesday through Thursday, from 8:00 a.m. until 4:00 p.m.

Applicants for water service shall be required to pay a security deposit to the city to guarantee all amounts which may become due to the city. The following deposits shall be made, per meter or amount:
