This article shall be known and cited as the city number display ordinance.

The purpose of this article is to establish a system within the city whereby the addresses of all premises will be identified and to provide rules and guidelines to facilitate the enforcement thereof.

(a)
No street or road name shall be changed without the approval of the city council and without first contacting all property owners of the impending change with written notice of thirty (30) days.
(b)
Every premises shall display the distinctive house number assigned to that premises by the city or the Liberty County Central Appraisal District. The size of the numbers shall be (4) four inches in height and placed to where they are visible at all times from the street on which the house is situated. All address numbering shall comply with the building codes adopted in section 4.02.001.

If the number is displayed on a house, the number shall be placed upon the front of the house in such a position that it is plainly visible to all traffic coming to the premises from either direction.
(2)
If a house is more than 50 feet from the improved portion of the street or road or is not clearly visible from the street or road, the number shall be displayed on a sign adjacent to the street or road on which the property fronts. Such sign shall be attached to a fence or post at a height that assures that the number will not be obscured.

It will be the responsibility of the property owner to keep the sign free from any brush, weeds or any other object that could obscure its visibility.

Failure to display a house number within (30) days after the adoption of this article, or, in the case of new construction, prior to the occupancy of said construction, shall be considered in violation of this article and will be subject to the penalties herein provided.

Any person, firm or corporation violating the provisions of this article shall be guilty of a misdemeanor subject to a fine of not more than one hundred dollars ($100.00). Once the fine has been imposed, the violator will have ten (10) days from the date of the fine to have the numbers placed on the property. At the end of the ten (10) days, if said numbers are not placed accordingly, a city worker will be sent over with a house number sign to place it on the property and a charge to such person will occur in the amount set forth in the fee schedule in appendix A of this code, to cover the cost of the sign and the city worker's rate of pay.
