(a)
It shall be unlawful for any person to construct, build or maintain a fence or other structure upon or across any public streets, alleys, ways and easements within the limits of the city.
(b)
It shall be unlawful for any person to construct, build or maintain a fence or other structure upon or across any street, alley, way or easement that has been dedicated by grant or plat filed of record to the public use, benefit and enjoyment.
(c)
Any person who violates any of the terms and provisions of this section or failing to observe any provision hereof shall be deemed guilty of a misdemeanor and upon conviction shall be fined in any sum not less than ten dollars ($10.00) and not more than one hundred dollars ($100.00), and each and every day or fraction of a day during which this section, or any part thereof, shall be violated shall be deemed a separate offense and punishable as such.
