The city council hereby determines, finds and declares pursuant to the Housing Authorities Law of the state that:
(1) 
Unsanitary and unsafe inhabited dwelling accommodations exist in the city;
(2) 
There is a shortage of safe and sanitary dwelling accommodations in the city available to families of low income at rentals they can afford; and
(3) 
There is a need for the housing authority of the city.

The mayor of the city is hereby directed to file the necessary certificate relative to the appointment of the commissioners and designation of the chairman of said housing authority in the office of the city secretary.

The cooperation agreement authorizing the operation of said authority between the housing authority of the city and the city entered into the twentieth (20th) day of October, 1970 is hereby adopted by reference. A copy of said cooperation agreement shall be kept on file with the city secretary and with the city housing authority.
