(a) 
Except as provided in subsection (b) hereof, mobile homes may be located only in mobile home parks which have been approved and licensed according to the terms of this article. Mobile home parks may be located in any district as prescribed by the city zoning ordinance, as amended.
(b) 
It shall be unlawful to place any mobile home, as defined in the Manufactured Housing Standards Act, V.T.C.A., Occupations Code, ch. 1201 and specifically distinguished from a manufactured home as also therein defined, within the city. Manufactured homes shall be allowed upon compliance with the terms of this article and other ordinances of the city. Mobile homes now present in the city shall be unaffected by this section, but may not be relocated within the city.

Each mobile home park shall be located on a well-drained site, properly graded to insure rapid drainage and freedom from standing pools of water.

Mobile home spaces in each mobile home park shall be provided consisting of a minimum of eighteen hundred (1,800) square feet for each space, which shall be at least thirty feet (30') wide and clearly defined; provided, however, that mobile home parks in existence on the effective date of this section which provide mobile home spaces having a width or area less than herein prescribed may continue to operate with spaces of the existing width and area, but in no event shall any mobile home space be less than twenty-five feet (25') wide and have an area of less than one thousand two hundred fifty (1,250) square feet.

Mobile homes shall be so harbored on each space within a mobile home park that there shall be at least fifteen feet (15') of clearance between mobile homes; provided, however, that, with respect to mobile homes parked end-to-end, the end-to-end clearance may be less than fifteen feet (15') but shall not be less than ten feet (10'). No mobile home shall be located closer than fifteen feet (15') from any building within the park or from any property line bounding the park.

Off-street parking facilities in the ratio of one and one-half (1-1/2) spaces for each mobile home space shall be provided in each mobile home park.

All mobile home spaces within a mobile home park shall abut upon a driveway of not less than twenty feet (20') in width, which shall have unobstructed access to a public street, alley or highway.

All driveways and walkways within each mobile home park shall be provided with an all- weather surface and lighted at night with electric lamps of not less than twenty-five (25) watts each, spaced at intervals of not more than one hundred feet (100').

Each mobile home park shall provide an electrical outlet supplying at least one hundred ten (110) volts for each mobile home space.

It shall be unlawful for any person operating a mobile home park or occupying a mobile home to construct or permit to be constructed in such park or in connection with such mobile home any additional structure, building or shelter in connection with or attached to a mobile home; except, however, awnings of metal, suitably constructed, may be attached to a mobile home.

Each boundary of a mobile home park, except those adjacent to a street or highway right-of-way, shall be provided with a continuous natural or artificial barrier.

All plumbing, electrical, building and other work on or at any park licensed under the provisions of this article shall be in conformity with the provisions of this code, state law and city ordinances, rules and regulations regulating such work.

An adequate supply of water for drinking and sanitary purposes shall be supplied by pipes to all buildings and mobile home spaces within the mobile home park to meet the requirements of the park. An adequate supply of hot water shall be provided at all times in the service buildings for all bathing, washing, cleaning and laundry facilities.

Waste from showers, bathtubs, flush toilets, urinals, lavatories, slop sinks and laundries in service and other buildings within each mobile home park shall be discharged into a public sewer system in compliance with applicable provisions of this section or into a private sewer and disposal plant or septic tank system of such construction and in such manner as will present no health hazard.

Metal garbage cans with tightfitting covers shall be provided in each mobile home park in quantities adequate to permit disposal of all garbage and rubbish. The cans shall be kept in sanitary condition at all times. Garbage and rubbish shall be collected and disposed of as frequently as may be necessary to insure that the garbage cans shall not overflow. Fees for collection and disposal of garbage shall be in accordance with like fees for other residential areas of the city.

(a) 
Every mobile home park shall be equipped at all times with fire extinguishing equipment in good working order, of such type, size and number and so located within the park as to satisfy applicable regulations of the fire code. No open fires shall be permitted at any place within the mobile home park.
(b) 
Bottled gas for cooking purposes shall not be used at individual mobile home spaces unless the containers are properly connected by copper or other suitable metallic tubing. Bottled gas cylinders shall be securely fastened in place. No cylinder containing bottled gas shall be located in a mobile home space or within five feet (5') of a door thereof. State and local regulations applicable to the handling of bottled gas and fuel must be followed.

No owner or person in charge of any dog, cat or other pet animal shall permit it to run at large or commit any nuisance within the limits of any mobile home park.

All service buildings and the grounds of each mobile home park shall be maintained in a clean, sightly condition and kept free of any condition that will menace the health of any occupant or the public or constitute a nuisance.

If service buildings housing sanitation and laundry facilities are provided in any mobile home park, they shall be permanent structures complying with all applicable provisions of this article, state law or city ordinances regulating buildings, electrical installations and plumbing and sanitation systems.

The service buildings shall be well lighted at all times of the day and night, shall be well ventilated with screened openings, shall be constructed of such moisture-proof material, including painted woodwork, as shall permit repeated cleaning and washing, and shall be maintained at a temperature of at least sixty-eight degrees (68°) Fahrenheit during the period from October first (1st) to May first (1st). The floors of the service buildings shall be of water-impervious material.

Service buildings housing sanitation facilities shall be located not closer than fifteen feet (15') nor farther than two hundred feet (200') from any mobile home space upon which a mobile home is harbored.

(a) 
It shall be the duty of each licensee or permittee under the provisions of this article to keep a register containing a record of all mobile home owners and occupants located within the mobile home park. The register shall contain the following information:
(1) 
The name and address of each mobile home occupant;
(2) 
The name and address of the owner of each mobile home and the motor vehicle by which it is towed;
(3) 
The make, model, year and license number of each mobile home and motor vehicle;
(4) 
The state, territory or country issuing such licenses; and
(5) 
The date of arrival and of departure of each mobile home.
(b) 
The park shall keep the register available for inspection at all times by law enforcement officers, public health officials and other officials whose duties necessitate acquisition of the information contained in the register. The register record for each occupant registered shall not be destroyed for a period of three (3) years following the date of departure of the registrant from the park.

The licensee or permittee under the provisions of this article, or a duly authorized attendant or caretaker, shall be in charge at all times and shall keep the mobile home park, its facilities and equipment in a clean, orderly and sanitary condition. The attendant or caretaker shall be answerable, with the licensee or permittee, for the violation of any provision of this article to which the licensee or permittee is subject.

No mobile home shall be permitted in any mobile home park in the city unless said home contains bathing, cooking and bathroom facilities.
