The mayor and city council hereby declare the second (2nd) Saturday
of each May as the Annual Hubbard Beautification and Clean-Up Day
and encourage all Hubbard citizens and community organizations to
participate.

It shall be unlawful for any person to drop, deposit, scatter
or place refuse, waste, trash, or litter upon any public place within
the city limits, including streets, alleys, public parks and school
grounds. Any person violating this section shall be deemed guilty
of a misdemeanor and shall be fined up to the maximum amount of two
thousand dollars ($2,000.00).

It is hereby prohibited and declared unlawful for anyone residing within the corporate limits of the city to have, maintain or operate any open toilet or privy. All toilet facilities are required to be connected to the city sanitary sewer system or to a septic tank system constructed according to standards of the department of state health services. Connection to the public sewer system is mandatory when available or provided for in chapter
13 of this Code of Ordinances.

It is hereby declared unlawful and prohibited for anyone to
pump out onto the ground any wastewater from septic tanks or cesspools
or to allow any wastewater to stand in any bar ditch or other low
place within the city limits.
