(a) 
The Personnel Policies Manual and Substance Abuse Policy is hereby adopted as the code of the city, and said code is placed on file with the city secretary.
(b) 
The city council shall authorize the city manager and city secretary to implement and enforce the stated provisions of the adopted policies.

There is hereby adopted the affirmative action plan of the city, and the city endorses this plan as its statement of affirmative action and equal employment opportunity, including its goals and specific action steps. The affirmative action plan is on file in the city secretary’s office. The city secretary shall be responsible for maintaining the plan up-to-date as future amendments are adopted.
